Summary

Jaguar Land Rover North America, LLC (Land Rover) is recalling certain 2018 Land Rover Range Rover Evoque convertible vehicles equipped with 20-inch wheels. The Tire Pressure Monitoring System (TPMS) may be incorrectly set and thus may not illuminate the warning on the instrument panel when a tire’s pressure is 25% below the recommended cold inflation pressure. As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard (FMVSS) number 138, “Tire Pressure Monitoring Systems.”

 

Remedy

Land Rover will notify owners, and dealers will update the TPMS setting to correct the illumination setting, free of charge. The recall began on March 9, 2018. Owners may contact Land Rover customer service at 1-800-637-6837. Land Rover’s number for this recall is N164.

SAFETY RECALL N164 (NHTSA 18V-088): TIRE PRESSURE MONITORING SYSTEM (TPMS) INCORRECT FOR 20-INCH TIRES IN INSTRUMENT CLUSTER (IC) SERVICE BULLETIN

Jaguar Land Rover North America, LLC has informed the National Highway Traffic Safety Administration (NHTSA) of its intent to perform a Safety Recall on certain 2018 model year Land Rover Range Rover Evoque vehicles imported into the United States market. Information relating to this Recall will be posted on the National Highway Traffic Safety Administration website.

United States Federal regulations require that retailers must be notified within a reasonable time after the manufacturer decides that a defect that relates to motor vehicle safety or a noncompliance exists.

United States Federal law requires retailers to complete any outstanding safety Recall service before a new vehicle is delivered to the buyer or lessee. Violation of this requirement by a retailer could result in a civil penalty of up to $21,000.00 per vehicle.

This Recall Service Bulletin serves as notification to all Land Rover retailers in the United States and Federalized Territories that any affected new vehicles may not be sold and delivered for customer use until the Recall repair is completed.

DESCRIPTION OF ISSUE

An issue has been identified on a limited number of vehicles, fitted with 20-inch wheels, within the listed Affected Vehicle Range where the Tire Pressure Monitoring System (TPMS) pressure has been set incorrectly in the instrument cluster. The set instrument cluster stored pressures are employed by the TPMS system to determine pressure thresholds against which TPMS warning system activation should occur. The TPMS will not illuminate the warning telltale at the correct pressure when the tire pressure is 25% below the manufacturer’s recommended cold inflation pressure as stated on the Tire Placard. The TPMS system set pressure on the instrument cluster does not correspond with the correct information on the Tire Placard. The pressures stated on the Tire Placard are correct.

EFFECT ON VEHICLE OPERATION

Operation of tires at low inflation pressures can contribute to separation of the tire tread. If the tread separates from the tire, the driver can lose control of the vehicle, possibly resulting in a crash.

 

SERVICE PROGRAM / REWORK ACTION

An authorized Land Rover retailer will download the latest Tire Pressure Monitor (TPM) module software to the vehicle. There will be no charge to owners for this action under this program.

 

OWNER NOTIFICATION

Owner notification is expected to occur on or before 23 March 2018.

 

ACTION TO BE TAKEN

Check DDW to ensure that the vehicle is affected by Program Code ‘N164’ prior to undertaking any rework action.

Retailers are required to HOLD affected new vehicles that are within your control and refrain from releasing the vehicles for new vehicle sale pending completion of the rework action.

Sold vehicles will be subject to the standard Recall notification and Recall bulletin process detailing the action required for vehicles in the hands of owners.

Jaguar Land Rover North America recommends that affected sales demonstrator and loaner vehicles are repaired before use and that used vehicles are repaired before sale. Retailers who choose to proceed against this recommendation, where legally permitted, must clearly and conspicuously disclose the open recall to the applicable customers.

Q2 Why is Jaguar Land Rover recalling certain Land Rover vehicles?
A These vehicles are being recalled because, in the condition noted in the Main Message above, vehicles will not meet the requirements of Federal Motor Vehicle Safety Standards (FMVSS) No. 138 Tire Pressure Monitoring System. DIAGNOSTIC PROCEDURE: PATHFINDER

This Diagnostic Procedure is only for vehicles requiring the Jaguar Land Rover-approved diagnostic tool with PATHFINDER.

CAUTIONS:
  • A Jaguar Land Rover-approved Midtronics battery power supply must be connected to the vehicle startup battery during diagnosis / module programming.
  • All ignition ON/OFF requests must be carried out; failure to perform these steps may cause damage to control modules in the vehicle.

Connect the Jaguar Land Rover-approved Midtronics battery power supply to the vehicle startup battery.

NOTE:
The Jaguar Land Rover-approved diagnostic tool must be loaded with PATHFINDER version 140 (or later).

 

Connect the Jaguar Land Rover-approved diagnostic tool to the vehicle and begin a new session.

NOTE:
The Jaguar Land Rover-approved diagnostic tool will read the correct Vehicle Identification Number (VIN) for the current vehicle and automatically take the vehicle out of Transit mode if required.

 

Follow the on-screen prompts.

Select ECU Diagnostics.

Select Tire Pressure Monitor Module [TPM].

  1. Follow all on-screen instructions until the application completes successfully.
  2. When all tasks are complete, go to the next Step.

Exit the current session.

  1. If required, reset the vehicle to Transit mode.
  2. Select the Exit icon.

Disconnect the diagnostic tool and battery power supply from the vehicle.

Go to the Workshop Procedure below.

 

WORKSHOP PROCEDURE:

Instrument Cluster (IC)

Check that the tire pressure information displayed on the Instrument Cluster (IC) corresponds to the tire pressures listed on the tire data label (see TOPIx Workshop Manual section 100-01: Identification Codes – Description and operation – Identification codes).

  • If the tire pressure information displayed on the IC does correspond to the tire pressures on the tire data label, release the vehicle.
  • If the tire pressure information displayed on the IC does not correspond to the tire pressures on the tire data label, submit an Electronic Product Quality Report (EPQR).

Reprogramming

JLR Symptom Driven Diagnostics (SDD) for Independent Repairers: Diagnostic Software / Module programming subscriptions - without security access - can be purchased via TOPIx (From the User ID - Options Menu – Programming subscriptions – click add). Module programming - with security access - is necessary to program the IPC, BCM, ECM (PCM), KVM, as well as keys. Licensed locksmiths and independent repairers must be active members of the National Automotive Service Task Force (NASTF) Vehicle Security Professional (VSP) registry and will need to purchase a subscription to Independent Module Programming with Security Access to program these components. Currently we are only able to support yearly module programming subscriptions with security access. SDD will only support Jaguar vehicles built from 1995 MY onward.
