Canada ULC have informed the National Highway Traffic Safety Administration (NHTSA) and Transport Canada (TC) of their intent to perform a Safety Recall on certain 2020 -2022 Jaguar I-PACE vehicles imported into the United States and Canada markets. Information relating to this Safety Recall will be posted on the NHTSA and TC websites.
This Safety Recall Administration Bulletin serves as notification to all retailers in the United States and Canada markets that any new affected vehicles may not be sold and delivered for customer use until the Safety Recall repair is completed. Violation of this requirement by a retailer/authorized repairer, in the USA only, could result in a maximum civil penalty of up to the equivalent of$26,315.00 USD per violation and the equivalent of $131,564,183.00 USD for a related series of violations.
DESCRIPTION OF ISSUE AND THE EFFECT ON VEHICLE OPERATION
A concern has been identified on certain 2020MY to 2022MY Jaguar
I-PACE vehicles without heated front windshield where the High Voltage Coolant Heater (HVCH) can fail to operate.
Where the HVCH fails coolant cannot be heated and the windshield will not be defrosted. Failure to be able to defrost the windshieldin a timely manner can restrict the driver’s field of vision and could lead to an increased risk of a crash.
OWNER NOTIFICATION
Initial owner notification is expected to occur on or before September 22, 2023
ACTION TO BE TAKEN
Check the JLR Warranty Portal to make sure affected vehicles are correctly identified prior to starting this campaign. The WarrantyPortal will be updated to reflect only those vehicles affected.
Retailers/authorized repairers are required to Quarantine affected new vehicles that are within your control and refrain from releasingthe vehicles for new vehicle sale pending completion of the rework action. Affected vehicles already with customers should beupdated at the next available opportunity. JLR North America recommends that affected sales demonstrator and loaner vehicles arerepaired before use and that used vehicles are repaired before sale. Retailers/authorized repairers who choose to proceed againstthis recommendation, where legally permitted, must clearly and conspicuously disclose the open recall to the applicable customers.
The Safety Recall repair procedures and any required parts and/or software are not currently available. A Safety Recall repair campaign will be published when all repair procedures and all required parts and/or software are available. This is expected to be completed by TBD.
Retailers/authorized repairers are reminded that they must not sell vehicles identified as affected by this campaign until such time as the repair has been successfully completed.
573.6 (c) (6) – Chronology of Events (Recall H448)
A Product Safety and Compliance Committee (PSCC) investigation was opened in April, 2022, as a result of discovery of reports relating to a loss of cabin heating as a result of high voltage coolant heater failures. The PSCC requested an engineering team be formed to investigate the nature of these reports, identify the failure modes and their consequences, and report back to the PSCC.
The engineering team through April, May and June of 2022 conducted a series of data assessments and reviews with the component supplier in order to address the requests of PSCC. The engineering team reported the outcome and interim understandings of the investigation in late June, 2022.
Engineering investigations continued through December, 2022, with the component supplier and technical experts to identify the failure modes which were contributing towards the reported failures received from the field. The findings of these detailed investigations were presented to the PSCC in December, 2022. The PSCC requested that analysis of high voltage coolant heater build periods be undertaken in order to assess the presence of any pattern or trend in connection with this investigation.
The data from this analysis was reviewed during Quarter One of 2023 and it was revealed that some of the supplier provided manufacturing information was unreliable in terms of determining the presence of a defined pattern or trend based on the build periods of the high voltage coolant heaters.
In April and May, 2023, a data expert was employed to validate the data being used as part of this investigation and provide expert advice on best sources of information to allow identification of trends and patterns. In June 2023 the outcome of the data experts activities was reviewed and discussed at PSCC where it was understood that the integrity of the data allowed for determination of a scope for this issue. In early July 2023 the PSCC discussed the consequences of a failure of the high voltage coolant heater along with the identified trend and pattern of failures. The PSCC agreed the issue would be progressed to the Recall Determination Committee (RDC) for consideration.
The RDC reviewed the investigation on July 18, 2023, and agreed that for those vehicles without heated windshield manufactured in the periods identified, there is a safety defect present and that a safety recall should be conducted to remedy the vehicles affected.
JLR has received 64 field reports in the US relating to this issue dating from December 12, 2020, to June 26, 2023.

This Safety Recall Administration Bulletin serves as notification to all retailers in the United States and Canada markets that any new affected vehicles may not be sold and delivered for customer use until the Safety Recall repair is completed. Violation of this requirement by a retailer/authorized repairer, in the USA only, could result in a maximum civil penalty of up to the equivalent of $26,315.00 USD per violation and the equivalent of $131,564,183.00 USD for a related series of violations. DESCRIPTION OF ISSUE AND THE EFFECT ON VEHICLE OPERATION A concern has been identified on certain 2020MY to 2022MY Jaguar
I-PACE vehicles without heated front windshield where the High Voltage Coolant Heater (HVCH) can fail to operate. Where the HVCH fails coolant cannot be heated and the windshield will not be defrosted. Failure to be able to defrost the windshield in a timely manner can restrict the driver’s field of vision and could lead to an increased risk of a crash. OWNER NOTIFICATION Initial owner notification is expected to occur on or before September 22, 2023 ACTION TO BE TAKEN Check the JLR Warranty Portal to make sure affected vehicles are correctly identified prior to starting this campaign. The Warranty Portal will be updated to reflect only those vehicles affected. Retailers/authorized repairers are required to Quarantine affected new vehicles that are within your control and refrain from releasing the vehicles for new vehicle sale pending completion of the rework action. Affected vehicles already with customers should be updated at the next available opportunity. JLR North America recommends that affected sales demonstrator and loaner vehicles are repaired before use and that used vehicles are repaired before sale. Retailers/authorized repairers who choose to proceed against this recommendation, where legally permitted, must clearly and conspicuously disclose the open recall to the applicable customers. The Safety Recall repair procedures and any required parts and/or software are not currently available. A Safety Recall repair campaign will be published when all repair procedures and all required parts and/or software are available. This is expected to be completed by TBD. Retailers/authorized repairers are reminded that they must not sell vehicles identified as affected by this campaign until such time as the repair has been successfully completed.
