) is recalling certain 2016-2017 Range Rover and Range Rover Sport vehicles. The driver’s seat belt emergency locking retractor may not lock as intended. As such, these vehicles fail to comply with the requirements of the Federal Motor Vehicle Safety Standard (FMVSS) numbers 209, “Seat Belt Assemblies” and 208, “Occupant Crash Protection.”
Remedy
Dealers will inspect and replace the seat belt assembly, as necessary, free of charge. Owner notification letters were mailed July 29, 2022. Owners may contact Land Rover
customer service at 1-800-637-6837. Land Rover
’s number for this recall is N678. This recall replaces NHTSA recall number 19V-350. Vehicles previously inspected under recall 19V-350 that did not receive a replacement seat belt assembly will need to have this new recall remedy performed.

Autoliv notified on Jaguar
Land Rover
November 2, 2016 advising that another customer of theirs submitted a 49 CFR 573 Report to NHTSA which stated that the ELR in the driver’s safety belt assembly may not have been produced to specification. They advised that the component concerned was also supplied to Jaguar
Land Rover
. Autoliv advised that a seat belt retractor car-sensitive sensor (CS Sensor) concern could impair proper triggering of the Emergency Locking Retractor (ELR)’s vehicle sensitive mechanism.

opened a Product Safety and Compliance Committee (PSCC) investigation that was reviewed at the PSCC meeting on November 15, 2016.
Autoliv informed Jaguar
Land Rover
that the other OEM (BMW) had submitted on October 13, 2016, a 49 CFR 573 Report which stated that the Emergency Locking Retractor (ELR) in the driver’s safety belt assembly may not have been produced to specification. Autoliv had identified through testing and analysis to support this submission that Jaguar
Land Rover
components may be affected.
The Autoliv investigation identified that during initial analysis of the returned part a potential concern with a subcomponent part of the seatbelt retractor commonly known as the carsensitive sensor (“CS Sensor”). As a result, Autoliv and BMW commenced further analysis activities to assess and understand the nature of the reported issue.
The CS Sensor is manufactured and supplied by an Autoliv sub supplier and is assembled into the seatbelt retractor. Focused analysis on the CS Sensor indicated that a deviation in the injection molding manufacturing process at the sub supplier may have occurred which could impair proper triggering of the Emergency Locking Retractor (ELR)’s vehicle sensitive mechanism. The investigation into this possible manufacturer deviation that could result in the CS Sensor lever and housing to be out of tolerance and cause an interference.

supplied eight parts to Autoliv for testing and analysis and on November 25, 2016, Autoliv issued a test report to Jaguar

which reflected that 1 out of the 8 parts tested exhibited noncompliance to FMVSS 209 S4.3(j)(2).
Additionally, Autoliv performed a high level technical review/comparison of the BMW parts to the Jaguar
Land Rover
parts. Autoliv has determined that the parts supplied to Jaguar
Land Rover
contain the same combination of components which appear to be the major influencing parts on the condition seen in the BMW parts.
This issue was reviewed at Jaguar
Land Rover
’s Recall Determination Committee (RDC) on December 1, 2016 where it was acknowledged that this matter is a non-compliance to the requirements of FMVSS 209 but inconsequential to vehicle safety such that a Petition for Decision of Inconsequential Noncompliance in accordance with the provisions of Part 556 be filed. The RDC agreed that the performance requirements of FMVSS 208 were met.

North America, LLC received NHTSA’s response to the petition submitted on December 23, 2016. In this response, NHTSA denied the petition for inconsequential non-compliance and requested Jaguar
Land Rover
conduct a recall.
There have been no reported accidents, injuries or fires as a result of this concern.
Reviews of published service communications completed in early 2022 revealed an error in the inspection instructions which after investigation with the component supplier were determined to require termination of recall N333 (NHTSA 19V350) and the launch of a replacement recall. The decision was made at the RDC on 29th March 2022.

has decided that certain 2016-2017 model year Land Rover
Range Rover and Range Rover Sport vehicles fail to conform to Federal Motor Vehicle Safety Standards No. 209 Section S4.3 (j) (2), “Seat belt assemblies” and No. 208 S7.1.1.3, “Occupant crash protection.” Your vehicle is included in this Recall action. What is the reason for this program? The vehicle-sensitive sensor mechanism in the Emergency Locking Retractor (ELR) in the safety belt assembly of the vehicle’s driver’s seat may not lock as intended. In the event of braking prior to a crash, the ELR would not lock off correctly. This could impact the operation of the seat belt assembly negatively affecting vehicle safety, increasing the risk of injury. What will Land Rover

is carrying out a recall of the vehicles mentioned above. An authorized Land Rover
retailer will inspect and replace the driver’s side front seat belt assembly, as necessary. There will be no charge for this repair under this program. What should you do? Please contact your preferred authorized Land Rover
retailer and provide them with your Vehicle Identification Number (VIN) and request a service date to complete the work required under Program Code ‘N678’. Please note, you may have previously had driver Seat Belt Safety recall N333 completed on your vehicle. However, this notification is for a new recall, and you will still need to have the work under Program Code ‘N678’ completed by your authorized Land Rover
Retailer. How long will it take? The work will be carried out as quickly and efficiently as possible in order to minimize inconvenience to customers and is expected to take approximately one (1) hour, although your retailer may need your vehicle for a longer time. United States Federal regulations require that retailers must be notified within a reasonable time after the manufacturer decides that a defect that relates to motor vehicle safety or a noncompliance exists. Due to a supplier manufacturing issue, the car-sensitive sensor mechanism does not lock as designed when subjected to the requirements in FMVSS 209 Section S4.3 (j) (2). Additionally, this also constitutes a noncompliance with FMVSS 208 S7.1.1.3. The ELR is equipped with a vehicle-sensitive locking mechanism and a webbing-sensitive locking mechanism. The non-compliance specifically involves the vehicle-sensitive mechanism. Recall action N333 (NHTSA 19V350) was launched in 2019, to inspect and as required, replace at risk safety belt assemblies. Subsequent review of the inspection criteria to qualify ok vs nok parts revealed that the service instruction contained an error. The part number designating nok parts was wrong meaning that inspected vehicles were released when they could still contain an at risk safety belt.
