Headliner Adhesive Bond Can Fail

In the event of a crash necessitating the deployment of side curtain air bags, the metal plate could detach from the headliner and strike vehicle occupants, increasing the risk of injury.

Summary

Jaguar Land Rover North America, LLC (Land Rover) is recalling certain 2020 Range Rover Evoque vehicles. The adhesive bond attaching a metal plate to the headliner can fail after exposure to very cold temperatures.

 

Remedy

Land Rover will notify owners, and dealers will apply self-adhesive fleece tape to the metal plate and the driver and passenger sides of the headliner, free of charge. The recall began January 17, 2020. Owners may contact Land Rover customer service at 1-800-637-6837. Land Rover’s number for this recall is N412.

SITUATION:

A potential issue has been identified on certain Land Rover vehicles within the listed Affected Vehicle Range where, at temperatures below 23° Fahrenheit / -5° Celsius, the adhesive bond attaching a metal plate to the headliner of the vehicle may weaken. If the vehicle is involved in a collision of sufficient severity to require the side curtain airbag to deploy, the metal plate in the headliner could detach during airbag deployment and may pass through the passenger compartment, increasing the risk of injury to vehicle occupants.

 

ACTION:

Retailers are required to HOLD affected new vehicles that are within your control and refrain from releasing the vehicles for new vehicle sale pending completion of the procedure(s) detailed in this Technical Bulletin. Unsold vehicles should have this performed as part of the Pre-Delivery Inspection (PDI) process but must have it completed prior to vehicle handover to the customer.

Affected vehicles already in the hands of customers should be updated at the next available opportunity.

Note the position of the steering wheel and then set to the lowest and most forward position.

Note the position of the front row left and right seats and then remove the head restraint from front row left and right seats (see TOPIx Workshop Manual section: 501-10 Removal and Installation – Front Row Seat Head Restraint).

CAUTIONS:

◾ Do NOT remove the headliner from the vehicle.

◾ The headliner must remain supported at all times. Take extra care to not damage the headliner.

 

NOTE:

Vehicle with roof opening panel shown; vehicles with fixed roof similar.

 

Lower the headliner for access (see TOPIx Workshop Manual section: 501-05 Removal and Installation – Headliner Lower For Access.) Do NOT attempt to remove the headliner from the vehicle.

Note the area to be modified on both sides of the headliner.

Use the video as a guide to perform the following procedure on both sides of the headliner.

1. Remove the existing self-adhesive tape pad.

2. Remove the backing from the new self-adhesive tape pad.

3. Install the new self-adhesive tape pad.

 

CAUTION:

The new self-adhesive tape pad must be installed exactly as shown in the video with the 12 small holes in the new self-adhesive tape pad aligning directly with the 12 small portions of cured glue on the headliner metal plate.

 

4. By hand, make sure the new self-adhesive tape pad adheres fully to the headliner.

 

NOTE:

The new self-adhesive tape pad must be installed over the black trim shown at 01:38 in the video.

 

5. Use a suitable tool to make sure the new self-adhesive tape pad adheres fully to the headliner.

Install the headliner (see TOPIx Workshop Manual section: 501-05 Removal and Installation – Headliner Lower For Access.)

Install the head restraints to the front row left and right seats (see TOPIx Workshop Manual section: 501-10 Removal and Installation – Front Row Seat Head Restraint).

Return the seats and steering wheel to the original position.

Jaguar Land Rover North America, LLC has informed the National Highway Traffic Safety Administration (NHTSA) of its intent to perform a Recall on certain 2020 model year Land Rover Range Rover Evoque vehicles imported into the United States market. Information relating to this Recall will be posted on the National Highway Traffic Safety Administration website.

United States Federal regulations require that retailers must be notified within a reasonable time after the manufacturer decides that a defect that relates to motor vehicle safety or a noncompliance exists.

United States Federal law requires retailers to complete any outstanding Recall service before a new vehicle is delivered to the buyer or lessee. Violation of this requirement by a retailer could result in a civil penalty of up to $22,329.00 per vehicle.

This Aftersales Bulletin serves as notification to all Land Rover retailers in the United States and Federalized Territories that any affected new vehicles may not be sold and delivered for customer use until the Recall repair is completed.

There will be no charge to owners for this action.

 

OWNER NOTIFICATION

A second owner notification, advising them that the necessary components are now available, is expected to occur on or before the week of March 17, 2020.

A During cold temperature side curtain airbag testing, it was noted that a metal bracket from the headliner had detached unexpectedly. An investigation was conducted to understand the nature of the error state and the scope of the issue. The investigation revealed that due to a reduction in the adhesive properties of the glue which bonds the metal plate to the headliner substrate at 23° Fahrenheit (-5° Celsius), the metal plate detached during side curtain airbag deployment.

A Customers will have no knowledge of the concern.

A Yes, this recall is being completed on the grounds of safety.

Land Rover is carrying out a recall of the vehicles mentioned above. An authorized Land Rover retailer will apply the new self-adhesive fleece tape to the metal plate and the area around the headliner fixing on the driver and passenger sides of the vehicle.

There will be no charge for this repair under this program.

 

What should you do?
