Incorrect Airbag Description in Handbook/FMVSS 208

If the occupant does not correctly understand how air bag functions, they may be at an increased risk of personal injury in the event of a crash.

 

Summary

Jaguar Land Rover North America, LLC (Jaguar) is recalling certain model year 2015 Jaguar XJ vehicles manufactured July 2, 2014, to December 4, 2014. The affected vehicles may have an incorrect description of the operation of Occupant Sensor System (OSS) in the owner’s manual. Since the manual does not correspond with the actual Air Bag Status Indicator Lamp, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard (FMVSS) No. 208, “Occupant Crash Protection.”

 

Remedy

Jaguar will notify owners, and supply a supplement to add to the owner’s handbook, free of charge. The recall began March 2, 2015. Owners may contact Jaguar customer service at 1-800-452-4827. Jaguar’s number for this recall is J050.

Situation: A non-compliance issue has been identified on 2015 model year Jaguar XJ (X351) vehicles where the Owner’s Handbook information, which details the functionality of the Airbag Status Indicator Lamp, has been incorrectly described. Operation of Occupant Classification Sensor (OCS) system is not affected; however, the description of operation in the Owner’s Handbook does not correspond with the actual Airbag Status Indicator Lamp operation.

Vehicles with Owner’s Handbooks in this condition do not comply with the requirements of Canada Motor Vehicle Safety Standard (CMVSS) 208 – Occupant Restraint Systems in Frontal Impact [Canada] and Federal Motor Vehicle Safety Standard (FMVSS) 208 – Occupant Crash Protection [USA]. An occupant that does not correctly understand airbag functionality may be at increased risk of injury in a crash.

Action: Retailers are required to HOLD only affected vehicles that are within your control and refrain from releasing the vehicles for new or used vehicle sale pending completion of the rework action detailed in this Technical Bulletin. Unsold vehicles should have this performed as part of the Pre-Delivery Inspection (PDI) process but must have it completed prior to vehicle handover to the customer.

Customers who have taken delivery of affected vehicles are being direct mailed an Owner’s Handbook Supplement to update their current Owner’s Handbook.

Jaguar Land Rover North America, LLC has informed the National Highway Traffic Safety Administration (NHTSA) of its intent to perform a Non-Compliance Recall on certain 2015 model year Jaguar XJ vehicles imported into the United States market. Information relating to the Recall will be posted on the National Highway Traffic Safety Administration website.

United States Federal regulations require that retailers must be advised of this Recall notification within three working days after government notification.

United States Federal law requires retailers to complete any outstanding safety Recall service before a new vehicle is delivered to the buyer or lessee. Violation of this requirement by a retailer could result in a civil penalty of up to $7,000.00 per vehicle.

This Recall Service Bulletin serves as notification to all Jaguar retailers in the United States and Puerto Rico that any affected new vehicles may not be sold and delivered for customer use until the Recall repair is completed.

 

AFFECTED VEHICLES

A total of 1,346 vehicles are affected. The VIN range of affected vehicles is SAJWA1CZ6F8V74900-SAJWA2GZ6F8V81572  (select vehicles within this VIN range).

EFFECT ON VEHICLE OPERATION

Vehicles with Owner’s Handbooks in this condition do not comply with the requirements of Federal Motor Vehicle Safety Standard (FMVSS) 208 – Occupant Crash Protection. An occupant that does   not correctly understand airbag functionality may be at increased risk of injury in a crash.

 

SERVICE PROGRAM / REWORK ACTION

Owners will be mailed a handbook supplement to add to their Owner’s Handbook. The supplement will correspond with the Occupant Classification Sensor (OCS) system operation.

Retailers will be sent a supply of the supplement to update unsold vehicles. A copy of the supplement, suitable for printing and including in vehicles, is attached while awaiting shipment.

There will be no charge to owners for this action.

OWNER NOTIFICATION

Owner notification is expected to occur on or before 13 March 2015. A Sample Owner Letter and Technical Q & A are included in this Service Bulletin.

 

ACTION TO BE TAKEN

Retailers are required to check DDW to ensure that the vehicle is affected by Program Code ‘J050’ and to HOLD only affected new vehicles in the above VIN range that are in your control and withhold them from onward distribution pending completion of the rework action.

Sold vehicles will be subject to the standard Recall notification and Recall bulletin process detailing the action required for vehicles in the hands of owners.

Retailers are advised that the use of vehicles within the  affected model  year  /  VIN  range as Sales Demonstrator or Service Loaner vehicles may be considered a violation of  Federal legislation. Jaguar Land Rover North  America, LLC  recommends against using affected vehicles  for demonstrator or loaner purposes. Please consult your own  legal counsel if  you  have questions in this regard.
