Summary
Jaguar Land Rover North America, LLC (Land Rover) is recalling certain 2020-2021 Land Rover Defender vehicles equipped with 6-cylinder engines. The Powertrain Control Module (PCM) may unexpectedly switch off while the vehicle is in motion, resulting in an engine stall with no warning.
Remedy
The Connected Diagnostic Services (CDS) and the Over-the-air (OTA) diagnostics functionality will be disabled, either by a dealer or through an OTA update, free of charge. Owner notification letters were mailed July 28, 2021. Owners may contact Land Rover customer service at 1-800-637-6837. Land Rover’s number for this recall is N599.

(NHTSA) of its intent to perform a Safety Recall on certain Land Rover vehicles imported into the United States market. Information relating to this Recall will be posted on the National Highway Traffic Safety Administration website.
United States Federal regulations require that retailers must be notified within a reasonable time after the manufacturer decides that a defect that relates to motor vehicle safety or a noncompliance exists.
United States Federal law requires retailers to complete any outstanding Recall service before a new vehicle is delivered to the buyer or lessee. Violation of this requirement by a retailer could result in a maximum civil penalty of up to $22,992.00 per violation and $114,954,525.00 for a related series of violations.
This Aftersales Bulletin serves as notification to all Land Rover retailers in the United States and Federalized Territories that any affected new vehicles may not be sold and delivered for customer use until the Recall repair is completed.

DESCRIPTION OF DEFECT
An issue has been identified on certain Land Rover vehicles within the listed Affected Vehicle Range where, due to a Connected Diagnostic Services (CDS) software issue, the Powertrain Control Module (PCM) may switch off within 5-10 minutes of a drive cycle while the vehicle is in motion. Should the PCM switch off, the engine will cut out with no warning. Driver assistance systems such as brake boost and power assisted steering will continue to operate absent of engine operation.

Use the Jaguar Land Rover claims submission system to make sure that a vehicle is eligible for this program prior to undertaking any rework action.
Retailers are required to HOLD affected new vehicles that are within your control and refrain from releasing the vehicles for new vehicle sale pending completion of the rework action. Jaguar Land Rover North America, LLC recommends that affected sales demonstrator and loaner vehicles are repaired before use and that used vehicles are repaired before sale. Retailers who choose to proceed against this recommendation, where legally permitted, must clearly and conspicuously disclose the open recall to the applicable customers.

Why is Jaguar Land Rover recalling certain Land Rover vehicles?

Can you tell me more about what is wrong with the vehicles?
The issue results from an interaction of the Connected Diagnostics Services (CDS) functionality and the PCM. The entry conditions for the engine cut-out were established as being a consequence of a software watch-dog in the PCM. Where the CDS sought to read Diagnostic Trouble Code(s) (DTC) in the PCM, the PCM run-time increased triggering the watch-dog. This increased run-time can, where it exceeds 10 ms, trigger the PCM to switch off.
How would the customer become aware of potentially having this concern?
Customers will experience an engine cut-out approximately 5 to 10 minutes into a drive cycle, with subsequent engine cut-out events every 5 to 10 minutes until an authorized retailer clears any DTC held within the PCM.

A Product Safety and Compliance Committee (PSCC) Investigation was opened on March 26, 2021 following a number of Electronic Product Quality Reports (EPQR) received from the market of cut out while in motion. The PSCC directed an engineering team to investigate the issue to discover possible causes and scope of this issue along with identification of vehicles which may be affected.
The engineering team reported back to the PSCC during March and April 2021 with their initial findings which indicated that in-field updates made to enable the Connected Diagnostic
Services (CDS) vehicles post-production was under review. Interrogation of Jaguar Land Rover‘s information systems seeking to locate the presence of DTC P0606, an indicator of an occurrence, was completed.
Part of the engineering investigation extended to the interaction of the CDS, the Diagnostics Over the Air (DOTA) functionality and its interaction with other vehicle systems. This included sending an instruction to disable the CDS function though a SOTA campaign to allow better understanding of the means by which the DOTA activity operates. The population of vehicles where DOTA was enabled was approximately 31,000 vehicles in the United States and Canada. This activity was completed mid-April 2021.
The engineering investigation also sought to define what triggers were needed, and any sequence of events required, to introduce the conditions where the PCM would unexpectedly switch off.
At the end of April 2021, a data review was requested to understand the current state of reports and then determine the presence of a pattern or trend. This review was completed and reported out in early May at the Product Safety and Compliance Committee (PSCC). The entry conditions and triggers for the engine cut out were established through testing and recognized as being a consequence of a software watch-dog in the PCM. Where the CDS sought to read DTC’s in the PCM, the PCM run time increased triggering the watch-dog. This increased runtime can, where it exceeds 10ms, triggers the PCM to switch off.
The PSCC reviewed the trend data and scope of the concern and progressed the issue to the Recall Determination Committee (RDC).
The RDC reviewed all information available on May 26, 2021. The RDC acknowledged during the investigation phase, a number of vehicles with the SOTA capability had received a CDS Turn Off instruction through SOTA which is now understood to remove the issue. RDC concluded that for those vehicles where the CDS Turn Off instruction is known not to have been successfully transacted, the issue represents an unreasonable risk to safety and that a voluntary safety recall be conducted.
There have been no reported accidents, injuries or fires as a result of this concern.

Why is Jaguar Land Rover recalling certain Land Rover vehicles?
A
Should the PCM switch off, the engine will cut out with no warning. Driver assistance systems such as brake boost and power assisted steering will continue to operate absent of engine operation. Engine cut-out without warning while driving may pose an increased risk of a crash.

Can you tell me more about what is wrong with the vehicles?
A
The issue results from an interaction of the Connected Diagnostics Services (CDS) functionality and the PCM. The entry conditions for the engine cut-out were established as being a consequence of a software watch-dog in the PCM. Where the CDS sought to read Diagnostic Trouble Code(s) (DTC) in the PCM, the PCM run-time increased triggering the watch-dog. This increased run-time can, where it exceeds 10 ms, trigger the PCM to switch off.

Customers will experience an engine cut-out approximately 5 to 10 minutes into a drive cycle, with subsequent engine cut-out events every 5 to 10 minutes until an authorized retailer clears any DTC held within the PCM.

A Software Over The Air (SOTA) update will be sent to switch off the CDS and disable the Diagnostics Over The Air (DOTA) functionality. The software update will be performed through SOTA and so an authorized retailer visit is not required. If the SOTA update cannot be successfully completed, the customer will be notified and advised to visit an authorized retailer to have the software update performed.

The SOTA update is completed at a time convenient to the customer and does not require any retailer intervention. If SOTA updates are not completed, a retailer visit will be required. The work will be completed as quickly and efficiently as possible in order to minimize inconvenience to customers. The actual repair takes approximately 15 minutes to complete. Due to retailer schedules, vehicles may be required for longer.

Reprogramming
JLR Symptom Driven Diagnostics (SDD) for Independent Repairers: Diagnostic Software / Module programming subscriptions - without security access - can be purchased via TOPIx (From the User ID - Options Menu – Programming subscriptions – click add). Module programming - with security access - is necessary to program the IPC, BCM, ECM (PCM), KVM, as well as keys. Licensed locksmiths and independent repairers must be active members of the National Automotive Service Task Force (NASTF) Vehicle Security Professional (VSP) registry and will need to purchase a subscription to Independent Module Programming with Security Access to program these components. Currently we are only able to support yearly module programming subscriptions with security access. SDD will only support Jaguar vehicles built from 1995 MY onward.
