Coolant Leak in Engine Compartment May Cause Fire
Coolant leaking onto the turbocharger heat shield inside the engine compartment can increase the risk of a fire.
NHTSA Campaign Number: 23V221
Manufacturer Jaguar Land Rover
North America, LLC
Components ENGINE AND ENGINE COOLING
Potential Number of Units Affected 2,300
Summary
Jaguar Land Rover
North America, LLC (Land Rover
) is recalling certain 2018-2021 Land Rover
Range Rover PHEV and 2018-2022 Land Rover
Range Rover Sport PHEV vehicles. The water pump pulley drive belt may become damaged or detach, which can allow the engine to overheat. An overheated engine can rupture the engine coolant elbow pipe, leaking coolant onto the turbocharger heat shield.
Remedy
Dealers will replace the engine coolant elbow and the turbocharger feed coolant pipe, free of charge. Owner notification letters were mailed May 19, 2023. Owners may contact Land Rover customer service at 1-800-637-6837. Land Rover
’s number for this recall is N785.
Notes
Owners may also contact the National Highway Traffic Safety Administration Vehicle Safety Hotline at 1-888-327-4236 (TTY 1-800-424-9153), or go to www.nhtsa.gov.

FOR THE ATTENTION OF ALL:
DESCRIPTION OF ISSUE AND THE EFFECT ON VEHICLE OPERATION
A potential concern has been identified on specific vehicles within the above vehicle range.
A concern has been identified on Ingenium I4 2.0L Petrol Plug-in Hybrid Electric Vehicle (PHEV) engines where the coolant pump drive belt can become damaged leading to detachment or destruction. Where coolant pump drive is lost, this leads to a loss of coolant flow in the engine. The lack of coolant flow can cause the engine to rapidly overheat, and subsequently ruptures an engine mounted plastic elbow in the cooling circuit.
If the coolant elbow is ruptured this leads to a coolant leak onto the turbocharger heatshield which may lead to a fire in the engine compartment which can propagate to the whole vehicle.
ACTION TO BE TAKEN
JLR has taken the decision to recall affected vehicles to repair the vehicle.
Following procedures appropriate to your market and as required by local legislation, owners of affected vehicles should be contacted requesting that the owner contact their nearest retailer/authorized repairer as soon as possible to arrange for the repair tobe completed. The National Sales Companies (NSCs), Importer, Regional Office or Government agency will contact the customers. If you have any questions about this process, please contact your NSC/Importer or Regional Office for more information.
Check the JLR Warranty Portal to make sure affected vehicles are correctly identified prior to starting this campaign. The WarrantyPortal will be updated to reflect only those vehicles affected.
Retailers/authorized repairers are reminded that they must not sell vehicles identified as affected by this campaign until such time as the repair has been successfully completed.
An owner may indicate that a repair has already been completed for this concern, in which case the full cost of the repair should be reimbursed. Refer to the warranty section of this campaign for details of the Customer Reimbursement and Related Damage Process. At the time of confirming a booking for a vehicle repair, make sure you check the Warranty Portal to confirm if there are any other outstanding campaigns, to make sure the correct parts are available and adequate workshop time is allocated for repairs to be completed in one visit.
For information purposes, a Technical Question and Answer document is attached.

REGULATORY INFORMATION
Jaguar Land Rover
North America, LLC and Jaguar
Land Rover
Canada ULC have informed the National Highway Traffic Safety Administration (NHTSA) and Transport Canada (TC) of their intent to perform a Safety Recall on certain 2019 to 2022 model year Range Rover and Range Rover Sport vehicles imported into the United States and Canadian markets. Information relating to this Safety Recall will be posted on the NHTSA and TC websites. United States Federal regulations require that retailers/authorized repairers must be notified within a reasonable time after the manufacturer decides that a defect that relates to motor vehicle safety ora non-compliance exists. United States Federal Law requires retailers/authorized repairers to complete any outstanding Safety Recall before a new vehicle is delivered to the buyer or lessee. Violation of this requirement by a retailer/authorized repairer, in the USA only, could result in a maximum civil penalty of up to the equivalent of $26,315.00 USD per violation and the equivalent of $131,564,183.00 USD for a related series of violations. This Safety Recall serves as notification to all retailers/authorized repairers in the United States and Federalized Territories and Canada that any affected new vehicles may not be sold and delivered for customer use until the Safety Recall repair is completed.
Jaguar Land Rover
North America, LLC and Jaguar
Land Rover
Canada ULC recommends that affected sales demonstrator and loaner vehicles are repaired before use, and that used vehicles are repaired before sale. Retailers/authorized repairers who choose to proceed against this recommendation, where legally permitted, must clearly and conspicuously disclose the open Safety Recall notice to the applicable customers.
573.6 (c) (6) – Chronology of Events (Recall N785)
A Product Safety and Compliance Committee (PSCC) investigation was opened on May 25, 2021, following reports of vehicle fires through JLRs critical concerns reporting process. An Engineering team was assigned responsibility for the investigation and were tasked with investigating the reports and determining the possible causes of the fires reported.
At the PSCC meeting on June 08, 2021, the engineering team reported their initial findings to the PSCC along with the plans for undertaking the investigation which included tests and installation evaluations, checks of the manufacturing installation procedures, dealer service activity and other related engineering evaluations previously completed. The work plan showed these activities were to be conducted over the following 6 months.
In addition, vehicles which had been reported as suffering fires were reacquired by JLR for detailed fire investigation work.
The status of the engineering investigation was reported to PSCC during the second half of 2021 where the progress of the various workstreams was reviewed and any evidence of defects considered.
No defects were determined at this time.
In January 2022 the PSCC reviewed the progress of the engineering investigation along with an update of any further field reports related to this investigation. It was agreed to provide an initial review to the to the Recall Determination Committee (RDC) due to the severity of the concerns reported.
On Feb 15, 2022, the RDC reviewed the progress of the investigation and requested the PSCC and engineering team define all potential causes that could lead to a fire and define scope potentially affected vehicles.
Continued reviews of field data at PSCC were completed during the first half of 2022 along with the ongoing engineering investigations status. In July 2022 it was determined there was an absence of any pattern or trend of an unreasonable safety risk, but this issue will be actively monitored through the PSCC.
PSCC actively monitored for any change in pattern and trend data through to November 2022 where further detailed data assessment revealed further cases which were likely to be related to the issue under investigation. The matter was reviewed further in PSCC where it was then recognized there was an emerging pattern and trend which required further understanding.
During December 2022, deep dives and fresh reviews of the investigation workstreams were completed.
The results of this were reviewed at PSCC in January 2023.
A limited sample check of vehicles was completed to understand the as-built condition and relationship of the water pump pulley drive belt system. This did not reveal any issues, but it was identified that the belt is a serviceable part and is replaced as part of the manufacturer’s routine maintenance schedule. PSCC reviewed the potential for variability in retailer installation procedures and accepted that this could trigger an increase in failures due to the inherent variability in the aftermarket.
On March 21, 2023, the Engineering team presented the status of the investigation to the PSCC, and the findings from analysis of the latest reports of vehicle fires. The PSCC agreed the issue would be progressed to the RDC for consideration.
The RDC reviewed the investigation on March 23, 2023, and concluded there is a risk of a safety defect occurring and that vehicles identified in the at risk population should be subject to a safety recall to replace the engine coolant elbow and turbocharger feed coolant pipe to remove the potential for a vehicle fire in the case of the engine overheat.
There have been no reported accidents, injuries or fires in the US as a result of this concern.
There are no warranty claims or field reports related to this matter.

DESCRIPTION OF ISSUE AND THE EFFECT ON VEHICLE OPERATION
A potential concern has been identified on specific vehicles within the above vehicle range.
A concern has been identified on Ingenium I4 2.0L Petrol
Plug-in Hybrid Electric Vehicle (PHEV)
engines where the coolant pumpdrive belt can become damaged leading to detachment or destruction. Where coolant pump drive is lost, this leads to a loss ofcoolant flow in the engine. The lack of coolant flow can cause the engine to rapidly overheat, and subsequently ruptures an enginemounted plastic elbow in the cooling circuit.
If the coolant elbow is ruptured this leads to a coolant leak onto the turbocharger heatshield which may lead to a fire in the enginecompartment which can propagate to the whole vehicle.

This notice applies to your vehicle, SALGS4RY6LA580905 May 19, 2023 SAFETY RECALL N785: Engine Coolant Pipe Placement Vehicles Affected: 2019-2022MY Range Rover PHEV, Range Rover Sport 4 Cylinder PHEV models National Highway Traffic Safety Administration (NHTSA) Recall Number: 23V-221
Dear Land Rover Owner: This notice is sent to you in accordance with the National Traffic and Motor Vehicle Safety Act. Land Rover has decided that a defect which relates to motor vehicle safety exists in certain vehicles listed above.
Your vehicle is included in this Recall action.
What is the reason for this program?
The water pump drive belt can become damaged and detached. This can cause the engine to rapidly overheat and rupture the engine mounted plastic elbow in the cooling circuit allowing coolant to leak onto the turbo charger. 0000577
0000003 A coolant leak onto the turbo charger heatshield may increase the risk of a fire in the engine bay which can spread to the whole vehicle.
What are the warning signs of this condition?
If the water pump drive belt becomes detached or destroyed, the engine coolant temperatures will rise excessively, and the ENGINE TEMPERATURE (RED) warning lamp will be displayed on the instrument cluster. Are there any precautions that may be taken to minimize the safety risk until the corrective measures are implemented?
When operating the vehicle, pay attention to all gauges and warning lamps. If the ENGINE TEMPERATURE (RED) warning lamp is displayed, stop driving the vehicle as soon as you are able to get to a safe and secure location and seek assistance.
If you have any questions or concerns, please contact the Service Manager at your authorized Land Rover retailer for assistance.
What will Land Rover and your authorized Land Rover Retailer do?
Affected vehicles will have the engine coolant elbow replaced. In addition, a turbocharger feed coolant pipe will also be replaced. There will be no charge to owners for this repair.
What should you do?
Please contact your preferred authorized Land Rover retailer and provide them with your Vehicle Identification Number (VIN) and request a service date to complete the work required under Program Code ‘N785’. This Safety Recall Administration Bulletin serves as notification to all retailers in the United States and Canada markets that any newaffected vehicles may not be sold and delivered for customer use until the Safety Recall repair is completed. Violation of thisrequirement by a retailer/authorized repairer, in the USA only, could result in a maximum civil penalty of up to the equivalent of$26,315.00 USD per violation and the equivalent of $131,564,183.00 USD for a related series of violations.
DESCRIPTION OF ISSUE AND THE EFFECT ON VEHICLE OPERATION
A concern has been identified on Jaguar Land Rover 4-cylinder petrol
Plug-in Hybrid Electric Vehicle (PHEV)
engines where thecoolant pump pully drive belt can become damaged leading to detachment or destruction. Where coolant pump pulley drive is lost, this leads to a loss of coolant flow in the engine. The lack of coolant flow can cause the engine to rapidly overheat, and subsequentlyruptures an engine mounted plastic elbow in the cooling circuit.
If the coolant elbow is ruptured this leads to a coolant leak onto the turbocharger heatshield which may lead to a fire in the enginecompartment which can propagate to the whole vehicle.
OWNER NOTIFICATION
Initial owner notification is expected to occur on or before 26th May 2023.
ACTION TO BE TAKEN
Check the JLR Warranty Portal to make sure affected vehicles are correctly identified prior to starting this campaign. The WarrantyPortal will be updated to reflect only those vehicles affected.
Retailers/authorized repairers are required to Quarantine affected new vehicles that are within your control and refrain from releasingthe vehicles for new vehicle sale pending completion of the rework action. Affected vehicles already with customers should beupdated at the next available opportunity. JLR North America recommends that affected sales demonstrator and loaner vehicles arerepaired before use and that used vehicles are repaired before sale. Retailers/authorized repairers who choose to proceed againstthis recommendation, where legally permitted, must clearly and conspicuously disclose the open recall to the applicable customers.
The Safety Recall repair procedures and any required parts and/or software are not currently available. A Safety Recall repaircampaign will be published when all repair procedures and all required parts and/or software are available.
Retailers/authorized repairers are reminded that they must not sell vehicles identified as affected by this campaign until such time asthe repair has been successfully completed.
Yours faithfully
Steve Oldham
