Defender 130 vehicles equipped with third-row seats. The third-row seatback latch may not latch properly, reducing the strength of a child seat installed to the top tether.
Remedy
Dealers will inspect and replace the third-row seat frame and components, as necessary, free of charge. Owner notification letters were mailed April 24, 2023. Owners may contact Land Rover customer service at 1-800-637-6837. Land Rover

Incorrectly Installed Locking Mechanism on Third Row Seat Frame
DESCRIPTION OF ISSUE AND THE EFFECT ON VEHICLE OPERATION
A potential concern has been identified on specific vehicles within the above vehicle range.
A concern has been identified on a number of 2023 model year Defender 130 vehicles with third row seats, where an incorrect specification seat back latch component may have been installed on the third row seat frame. An incorrect specification seat back latch component may result in the seat back not latching properly. Where a permitted child restraint is installed with the top tether secured, the seat structure, where the latch is not operating correctly, will compromise seat strength. In case of a frontal crash of sufficient severity, the seat back deflects more than it should and therefore the child seat occupant is exposed to an increased risk of injury.
ACTION TO BE TAKEN
JLR has taken the decision to recall affected vehicles to repair the vehicle.
Following procedures appropriate to your market and as required by local legislation, owners of affected vehicles should be contacted requesting that the owner contact their nearest retailer/authorized repairer as soon as possible to arrange for the repair to be completed. The National Sales Companies (NSCs), Importer, Regional Office or Government agency will contact the customers. If you have any questions about this process, please contact your NSC/Importer or Regional Office for more information.
Check the JLR Warranty Portal to make sure affected vehicles are correctly identified prior to starting this campaign. The Warranty Portal will be updated to reflect only those vehicles affected.
Retailers/authorized repairers are reminded that they must not sell vehicles identified as affected by this campaign until such time as the repair has been successfully completed.
An owner may indicate that a repair has already been completed for this concern, in which case the full cost of the repair should be reimbursed. Refer to the warranty section of this campaign for details of the Customer Reimbursement and Related Damage Process. At the time of confirming a booking for a vehicle repair, make sure you check the Warranty Portal to confirm if there are any other outstanding campaigns, to make sure the correct parts are available and adequate workshop time is allocated for repairs to be completed in one visit.

Highway Traffic Safety Administration (NHTSA) and Transport Canada (TC) of their intent to perform
a Safety Recall on certain 2023 model year Defender vehicles imported into the United States and Canadian markets. Information relating to this Safety Recall will be posted on the NHTSA and TC websites. United States Federal regulations require that retailers/authorized repairers must be notified within a reasonable time after the manufacturer decides that a defect that relates to motor vehicle safety or a non-compliance exists. United States Federal Law requires retailers/authorized repairers to complete any outstanding Safety Recall before a new vehicle is delivered to the buyer or lessee. Violation of this requirement by a retailer/authorized repairer, in the USA only, could result in a maximum civil penalty of up to the equivalent of $26,315.00 USD per violation and the equivalent of $131,564,183.00 USD for a related series of violations. This Safety Recall serves as notification to all retailers/authorized repairers in the United States and Federalized Territories and Canada that any affected new vehicles may not be sold and delivered for customer use until the Safety Recall repair is completed.

The producer has corrected the production process, all components manufactured after 23/11/2022 do not contain this defect.

The work will be completed out as quickly and efficiently as possible in order to minimize inconvenience to customers and is expected to take no longer than 3 hours to complete. Naturally, due to retailer/authorized repairer schedules, vehicles may be required for longer.

Can I continue to drive my Defender vehicle safely until it has been recalled?

Customers are advised to contact a JLR retailer/authorized repairer should they have any concerns regarding their vehicle. Until such time as the recall is completed, customers should use the installed third row vehicle seatbelt to secure children in the third row seats.

Chronology :
In October 2022, Jaguar Land Rover
(JLR) was notified by the supplier of the third-row seat that a concern with the function of the seat back latch had been discovered. This issue was reported through JLRs critical concerns reporting process.
A Product Safety and Compliance Committee (PSCC) investigation was opened on November 16, 2022. The PSCC requested that an Update Prior to Sale (UPS) be issued to contain vehicles that had not yet entered into commerce. Vehicles within this UPS were inspected, and where third-row seat back latch operation was found to be not OK, vehicles were held pending further instruction.
The PSCC also requested the JLR Supplier Technical Assistance Team (STA) to fully define the scope of this issue. They reported their initial findings to the PSCC on November 30, 2022.
Through December 2022 and January 2023 reviews of vehicle disposition and scope were completed. The results of the UPS were reviewed during this period, to help better understand the scope and nature of this issue.
At the PSCC of February 21, 2023, the scope of the issue was discussed, the effect on vehicle operation was reviewed and it was agreed that the issue be progressed to the Recall Determination Committee (RDC) for consideration.
The RDC reviewed the issue on February 23, 2023, and concluded that this issue represents an unreasonable risk to safety, and a voluntary safety recall should be conducted.
There have been no reported accidents, injuries or fires as a result of this concern. There are no warranty claims or field reports related to this matter prior to the UPS.

This campaign is being re-issued to advise retailers/authorized repairers of a change to the Warrantyinformation and the Service Instruction.
DESCRIPTION OF ISSUE AND THE EFFECT ON VEHICLE OPERATION
A potential concern has been identified on specific vehicles within the above vehicle range.
A concern has been identified on a number of 2023 model year Defender 130 vehicles with third row seats, where an incorrectspecification seat back latch component may have been installed on the third row seat frame. An incorrect specification seat backlatch component may result in the seat back not latching properly. Where a permitted child restraint is installed with the top tethersecured, the seat structure, where the latch is not operating correctly, will compromise seat strength. In case of a frontal crash ofsufficient severity, the seat back deflects more than it should and therefore the child seat occupant is exposed to an increased risk ofinjury.
ACTION TO BE TAKEN
JLR has taken the decision to recall affected vehicles to repair the vehicle.
Following procedures appropriate to your market and as required by local legislation, owners of affected vehicles should becontacted requesting that the owner contact their nearest retailer/authorized repairer as soon as possible to arrange for the repair tobe completed. The National Sales Companies (NSCs), Importer, Regional Office or Government agency will contact the customers. Ifyou have any questions about this process, please contact your NSC/Importer or Regional Office for more information.
Check the JLR Warranty Portal to make sure affected vehicles are correctly identified prior to starting this campaign. The WarrantyPortal will be updated to reflect only those vehicles affected.
Retailers/authorized repairers are reminded that they must not sell vehicles identified as affected by this campaign until such time asthe repair has been successfully completed.
An owner may indicate that a repair has already been completed for this concern, in which case the full cost of the repair should bereimbursed. Refer to the warranty section of this campaign for details of the Customer Reimbursement and Related DamageProcess. At the time of confirming a booking for a vehicle repair, make sure you check the Warranty Portal to confirm if there are anyother outstanding campaigns, to make sure the correct parts are available and adequate workshop time is allocated for repairs to becompleted in one visit.

REGULATORY INFORMATION
Jaguar Land Rover North America, LLC and Jaguar Land Rover Canada ULC have informed the National Highway Traffic SafetyAdministration (NHTSA) and Transport Canada (TC) of their intent to perform a Safety Recall on certain 2023 model year Defender
vehicles imported into the United States and Canadian markets. Information relating to this Safety Recall will be posted on theNHTSA and TC websites. United States Federal regulations require that retailers/authorized repairers must be notified within areasonable time after the manufacturer decides that a defect that relates to motor vehicle safety or a non-compliance exists. UnitedStates Federal Law requires retailers/authorized repairers to complete any outstanding Safety Recall before a new vehicle isdelivered to the buyer or lessee. Violation of this requirement by a retailer/authorized repairer, in the USA only, could result in amaximum civil penalty of up to the equivalent of $26,315.00 USD per violation and the equivalent of $131,564,183.00 USD for arelated series of violations. This Safety Recall serves as notification to all retailers/authorized repairers in the United States andFederalized Territories and Canada that any affected new vehicles may not be sold and delivered for customer use until the SafetyRecall repair is completed.
Jaguar Land Rover North America, LLC and Jaguar Land Rover Canada ULC recommends that affected sales demonstrator andloaner vehicles are repaired before use, and that used vehicles are repaired before sale. At your visit, your preferred Land Rover retailer/authorized repairer will check the third row seat back latch operation. Where the seatlatches operate correctly, no further action is required. Where a latch does not operate properly, the seat frame and associatedcomponents will be replaced.

The work on your vehicle will be completed as quickly and efficiently as possible in order to minimize inconvenience to you. Yourretailer/authorized repairer will be able to advise how long your vehicle will be required for when a booking is made.

April 24, 2023 SAFETY RECALL N768: Incorrectly installed Locking Mechanism on Third Row Seat Frame Vehicles Affected: Land Rover Defender
Model Year: 2023 National Highway Traffic Safety Administration (NHTSA) Recall Number: 23V-137 Dear Land Rover Defender Owner: This notice is sent to you in accordance with the National Traffic and Motor Vehicle Safety Act. Land Rover has decided that a defect which relates to motor vehicle safety exists in certain 2023 Model Year Land Rover Defender 130 vehicles.
Your vehicle is included in this Recall action.
What is the reason for this program?
The incorrect seatback latch component may have been installed on the third-row seat frame and may not operate properly. When the seatback latch operates incorrectly during a crash, the vehicle seat may deflect more than designed allowing increased movement of a child seat installed with a top tether. Increased movement of a child seat may not properly restrain the child seat occupant during a crash, increasing the risk of injury.
Are there any precautions that may be taken to minimize the safety risk until the corrective measures are implemented?
To reduce the safety risk, Land Rover recommends not to use a child restraint seat that requires a top-tether in the third-row seat until the recall repairs have been completed.
What will Land Rover and your authorized Land Rover Retailer do?
Land Rover will inspect the third-row seatback latch operation. Where the seatback latches operate correctly, no further action is required. Where the seatback latches operate incorrectly, the seat frame and associated components will be replaced, as necessary. There will be no charge to owners for this repair.
What should you do?
Please contact your preferred authorized Land Rover retailer and provide them with your Vehicle Identification Number (VIN) and request a service date to complete the work required under Program Code ‘N768’.

Retailers/authorized repairers are required to Quarantine affected new vehicles that are within your control and refrain from releasingthe vehicles for new vehicle sale pending completion of the rework action. Affected vehicles already with customers should beupdated at the next available opportunity. JLR North America recommends that affected sales demonstrator and loaner vehicles arerepaired before use and that used vehicles are repaired before sale. Retailers/authorized repairers who choose to proceed againstthis recommendation, where legally permitted, must clearly and conspicuously disclose the open recall to the applicable customers.
The Safety Recall repair procedures and any required parts and/or software are not currently available. A Safety Recall repaircampaign will be published when all repair procedures and all required parts and/or software are available. This is expected to becompleted by TBD.
Retailers/authorized repairers are reminded that they must not sell vehicles identified as affected by this campaign until such time asthe repair has been successfully completed.

Description of the Safety Risk : An incorrect specification seat back latch component may result in the seat
back not latching properly. Where a permitted child restraint is installed with the top tether secured, the seat structure, where the latch is not operating correctly, will compromise seat strength. In case of a frontal crash of sufficient severity, the seat back deflects more than it should and therefore the child seat occupant is exposed to an increased risk of injury. In October 2022, Jaguar Land Rover (JLR) was notified by the supplier of the third-row seat that a concern with the function of the seat back latch had been discovered. This issue was reported through JLRs critical concerns reporting process. A Product Safety and Compliance Committee (PSCC) investigation was opened on November 16, 2022. The PSCC requested that an Update Prior to Sale (UPS) be issued to contain vehicles that had not yet entered into commerce. Vehicles within this UPS were inspected, and where third-row seat back latch operation was found to be not OK, vehicles were held pending further instruction. The PSCC also requested the JLR Supplier Technical Assistance Team (STA) to fully define the scope of this issue. They reported their initial findings to the PSCC on November 30, 2022. Through December 2022 and January 2023 reviews of vehicle disposition and scope were completed. The results of the UPS were reviewed during this period, to help better understand the scope and nature of this issue. At the PSCC of February 21, 2023, the scope of the issue was discussed, the effect on vehicle operation was reviewed and it was agreed that the issue be progressed to the Recall Determination Committee (RDC) for consideration. The RDC reviewed the issue on February 23, 2023, and concluded that this issue represents an unreasonable risk to safety, and a voluntary safety recall should be conducted. There have been no reported accidents, injuries or fires as a result of this concern. There are no warranty claims or field reports related to this matter prior to the UPS.
Description of Remedy :
Description of Remedy Program : Owners will be notified and instructed to take their vehicle to an
authorized repairer. The third-row seat back latch operation will be checked. Where the seat latches operate correctly, no further action is required. Where a latch does not operate properly, the seat frame and associated components will be replaced. There will be no charge to owners for this repair. The affected vehicles will be covered under Jaguar Land Rover’s new vehicle warranty program. Therefore, reimbursement for pre- notice remedies is not necessary because the affected vehicles are still under warranty.
