Summary
Jaguar Land Rover North America, LLC (Land Rover) is recalling certain 2022-2023 Land Rover Range Rover vehicles. The rear taillight link may be damaged, which can cause exterior vehicle lights, including the rear light mounted in the body, taillights, brake lights, and turn signals to fail to illuminate.
Remedy
Dealers will inspect and replace or repair the rear lights as necessary, free of charge. Owner notification letters are expected to be mailed July 28, 2023. Owners may contact Land Rover customer service at 1-800-637-6837. Land Rover’s number for this recall is N784.

REGULATORY INFORMATION
Jaguar Land Rover North America, LLC and Jaguar Land Rover Canada ULC have informed the National Highway Traffic Safety Administration (NHTSA) and Transport Canada (TC) of their intent to perform a Safety Recall on certain 2022 – 2023 model year Range Rover vehicles imported into the United States and Canada markets. Information relating to this Safety Recall will be posted on the NHTSA and TC websites.
This Safety Recall Administration Bulletin serves as notification to all retailers in the United States and Canada markets that any new affected vehicles may not be sold and delivered for customer use until the Safety Recall repair is completed. Violation of this requirement by a retailer/authorized repairer, in the USA only, could result in a maximum civil penalty of up to the equivalent of $26,315.00 USD per violation and the equivalent of $131,564,183.00 USD for a related series of violations.
DESCRIPTION OF ISSUE AND THE EFFECT ON VEHICLE OPERATION
A concern has been identified on 2022 and certain 2023 model year Range Rover vehicles where the rear lamp mounted in the body could partially or permanently fail to operate as a result of damage to the rear tail lamp link lead wiring caused by a foam block located adjacent to the lamp on the interior of the body shell.
Failure of the rear lamp mounted in the body may result in one or more of the light sources (taillamp, stop, and/or turn signal) not working which in darkness means the vehicle may not be clearly seen from the rear and therefore increases the risk of a crash.
OWNER NOTIFICATION
Initial owner notification is expected to occur on or before 28th July 2023.
ACTION TO BE TAKEN
Check the JLR Warranty Portal to make sure affected vehicles are correctly identified prior to starting this campaign. The Warranty Portal will be updated to reflect only those vehicles affected.
Retailers/authorized repairers are required to Quarantine affected new vehicles that are within your control and refrain from releasing the vehicles for new vehicle sale pending completion of the rework action. Affected vehicles already with customers should be updated at the next available opportunity. JLR North America recommends that affected sales demonstrator and loaner vehicles are repaired before use and that used vehicles are repaired before sale. Retailers/authorized repairers who choose to proceed against this recommendation, where legally permitted, must clearly and conspicuously disclose the open recall to the applicable customers.
The Safety Recall repair procedures and any required parts and/or software are not currently available. A Safety Recall repair campaign will be published when all repair procedures and all required parts and/or software are available. This is expected to be completed by TBD.
Retailers/authorized repairers are reminded that they must not sell vehicles identified as affected by this campaign until such time as the repair has been successfully completed.
Chronology :
A Product Safety and Compliance Committee (PSCC) investigation was opened on March 9, 2023, following a number of field reports of non-functioning tail lamps.
The PSCC requested a Jaguar Land Rover engineering team to investigate the issue to understand the nature of the failure mode and the scope of the issue. They reported their initial findings to the PSCC on March 21, 2023.
On March 28, 2023, the PSCC discussed status of the investigation and the current state understanding of the issue. To gain a more detailed understanding and wider picture of this issue PSCC requested that an Update Prior to Sale (UPS) be issued to assess vehicles that had not yet entered into commerce.
During April, 2023, the engineering team updated the PSCC on the progress of the investigation.
At the PSCC of May 23, 2023, the investigation was reviewed for completeness, the scope of the issue was discussed, the effect on vehicle operation was assessed and it was agreed that the issue be progressed to the Recall Determination Committee (RDC) for consideration.
The RDC reviewed the issue on May 25, 2023, and concluded that this issue represents an unreasonable risk to safety, and a voluntary safety recall should be conducted.
There have been no reported accidents or injuries as a result of this concern.
JLR has received 8 field reports in the US relating to this issue, reports were received on the following dates;

The basis of the recall population is from the start of production, up to the point the change was introduced into the vehicle assembly plant. Westmeath Foreign States N91 EP90 Country : Ireland Chronology : A Product Safety and Compliance Committee (PSCC) investigation was opened on March 9, 2023, following a number of field reports of non-functioning tail lamps. The PSCC requested a Jaguar Land Rover engineering team to investigate the issue to understand the nature of the failure mode and the scope of the issue. They reported their initial findings to the PSCC on March 21, 2023. On March 28, 2023, the PSCC discussed status of the investigation and the current state understanding of the issue. To gain a more detailed understanding and wider picture of this issue PSCC requested that an Update Prior to Sale (UPS) be issued to assess vehicles that had not yet entered into commerce. During April, 2023, the engineering team updated the PSCC on the progress of the investigation. At the PSCC of May 23, 2023, the investigation was reviewed for completeness, the scope of the issue was Part 573 Safety Recall Report 23V-394 Page 3 The information contained in this report was submitted pursuant to 49 CFR §573 discussed, the effect on vehicle operation was assessed and it was agreed that the issue be progressed to the Recall Determination Committee (RDC) for consideration. The RDC reviewed the issue on May 25, 2023, and concluded that this issue represents an unreasonable risk to safety, and a voluntary safety recall should be conducted. There have been no reported accidents or injuries as a result of this concern. JLR has received 8 field reports in the US relating to this issue, reports were received on the following dates; February 20, 2023 February 21, 2023 March 6, 2023 March 8, 2023 April 12, 2023 May 2, 2023 May 6, 2023 May 22, 2023 Description of Remedy : Description of Remedy Program : Vehicles will have the foam block mounted in the bodyshell removed. The rear lamp mounted in the body and rear tail lamp link lead wiring will be checked for their condition. Where the lamp and wiring are qualified OK no further remedy is required. Where the lamp or wiring are qualified Not OK the lamp will be replaced. FOR THE ATTENTION OF NORTH AMERICAN TERRITORIES ONLY: National Highway Traffic Safety Administration (NHTSA) reference number: 23V-394 Transport Canada (TC) reference number: 2023-317 Visit the British Brands Sales Suite (BBSS) website for a list of affected vehicles at your retailer/authorized repairer. Unsold vehicles must be repaired prior to handover of the vehicle for retail sale. REGULATORY INFORMATION Jaguar Land Rover North America, LLC and Jaguar Land Rover Canada ULC have informed the National Highway Traffic Safety Administration (NHTSA) and Transport Canada (TC) of their intent to perform a Safety Recall on certain 2022 – 2023 model year Range Rover vehicles imported into the United States and Canada markets. Information relating to this Safety Recall will be posted on the NHTSA and TC websites. This Safety Recall Administration Bulletin serves as notification to all retailers in the United States and Canada markets that any new affected vehicles may not be sold and delivered for customer use until the Safety Recall repair is completed. Violation of this requirement by a retailer/authorized repairer, in the USA only, could result in a maximum civil penalty of up to the equivalent of $26,315.00 USD per violation and the equivalent of $131,564,183.00 USD for a related series of violations. DESCRIPTION OF ISSUE AND THE EFFECT ON VEHICLE OPERATION A concern has been identified on 2022 and certain 2023 model year Range Rover vehicles where the rear lamp mounted in the body could partially or permanently fail to operate as a result of damage to the rear tail lamp link lead wiring caused by a foam block located adjacent to the lamp on the interior of the body shell. Failure of the rear lamp mounted in the body may result in one or more of the light sources (taillamp, stop, and/or turn signal) not working which in darkness means the vehicle may not be clearly seen from the rear and therefore increases the risk of a crash. OWNER NOTIFICATION Initial owner notification is expected to occur on or before 28th July 2023. ACTION TO BE TAKEN Check the JLR Warranty Portal to make sure affected vehicles are correctly identified prior to starting this campaign. The Warranty Portal will be updated to reflect only those vehicles affected. Retailers/authorized repairers are required to Quarantine affected new vehicles that are within your control and refrain from releasing the vehicles for new vehicle sale pending completion of the rework action. Affected vehicles already with customers should be updated at the next available opportunity. JLR North America recommends that affected sales demonstrator and loaner vehicles are repaired before use and that used vehicles are repaired before sale. Retailers/authorized repairers who choose to proceed against this recommendation, where legally permitted, must clearly and conspicuously disclose the open recall to the applicable customers. The Safety Recall repair procedures and any required parts and/or software are not currently available. A Safety Recall repair campaign will be published when all repair procedures and all required parts and/or software are available. This is expected to be completed by TBD. Retailers/authorized repairers are reminded that they must not sell vehicles identified as affected by this campaign until such time as the repair has been successfully completed.
