Rearview Camera Image May Not Display/FMVSS 111

A rearview camera that does not display an image can reduce the driver’s rear view, increasing the risk of a crash.

Summary

JaguareBay Land RovereBay North America, LLC (JaguareBay) is recalling certain 2019 JaguareBay XE vehicles. Due to wiring damage in the trunk, the rearview camera image may not appear on the display. As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard number 111, “Rear Visibility.”

 

Remedy

Dealers will inspect and repair the rearview camera wiring harness, as necessary, free of charge. Owner notification letters are expected to be mailed September 15, 2023. Owners may contact JaguareBay customer service at 1-800-452-4827. JaguareBay’s number for this recall is H445.

REGULATORY INFORMATION

JaguareBay Land RovereBay North America, LLC and JaguareBay Land RovereBay Canada ULC have informed the National Highway Traffic Safety Administration (NHTSA) and Transport Canada (TC) of their intent to perform a Safety Recall on certain 2019 Model Year JaguareBay XE vehicles imported into the United States and Canada markets. Information relating to this Safety Recall will be posted on the NHTSA and TC websites.

This Safety Recall Administration Bulletin serves as notification to all retailers in the United States and Canada markets that any new affected vehicles may not be sold and delivered for customer use until the Safety Recall repair is completed. Violation of this requirement by a retailer/authorized repairer, in the USA only, could result in a maximum civil penalty of up to the equivalent of $26,315.00 USD per violation and the equivalent of $131,564,183.00 USD for a related series of violations.

 

DESCRIPTION OF ISSUE AND THE EFFECT ON VEHICLE OPERATION

A concern has been identified on 19MY JaguareBay XE vehicles with Rear View Camera View and Navigation Pro specified, where the rear view camera image display may become intermittent or permanently fail as a result of wiring damage in the trunk.

In an intermittent or failed state the rear view camera image display does not meet the requirements of FMVSS No. 111, Rear Visibility and CMVSS No. 111, Mirrors and Rear Visibility Systems. Lack of display of the rear view camera image may result in the driver being unaware of objects or pedestrians behind the vehicle increasing the risk of a crash.

 

OWNER NOTIFICATION

Initial owner notification is expected to occur on or before 15th September 2023.

 

ACTION TO BE TAKEN

Check the JLR Warranty Portal to make sure affected vehicles are correctly identified prior to starting this campaign. The Warranty Portal will be updated to reflect only those vehicles affected.

Retailers/authorized repairers are required to Quarantine affected new vehicles that are within your control and refrain from releasing the vehicles for new vehicle sale pending completion of the rework action. Affected vehicles already with customers should be updated at the next available opportunity. JLR North America recommends that affected sales demonstrator and loaner vehicles are repaired before use and that used vehicles are repaired before sale. Retailers/authorized repairers who choose to proceed against this recommendation, where legally permitted, must clearly and conspicuously disclose the open recall to the applicable customers.

The Safety Recall repair procedures and any required parts and/or software are not currently available. A Safety Recall repair campaign will be published when all repair procedures and all required parts and/or software are available. This is expected to be completed by TBD.

Retailers/authorized repairers are reminded this campaign until such time as the repair has been successfully completed.

 


573.6 (c) (6) – Chronology of Events (Recall H445)

Following receipt of field reports of the rear camera image not being correctly displayed, a Product Safety and Compliance Committee (PSCC) investigation was opened on October 25, 2022. The PSCC requested an Engineering team to fully define the nature and scope of this issue. They reported their initial findings to the PSCC on November 9, 2022.

During December, 2022, and January, 2023, the engineering team conducted detailed assessment and analysis of the reported failures seeking to assess for the presence of any actual defect vs external factors. This included detailed assessment of wiring specification, bend radii of the wiring harness, routing of the wiring and interface point. The investigation also reviewed the manufacturing processes used at the time of vehicle assembly to determine if there were any related influencing factors.

Between February, 2023, and April, 2023, the engineering team conducted physical testing to establish the input conditions that need to be present to excite the failure and correlate this to the reported issues.

During May, 2023, and June, 2023, the engineering team reported the progress and outcome of their testing to the PSCC, including change points related to the camera system, the display screen and related electrics as well as the wiring harness.

At the PSCC of July 11, 2023, the Engineering team confirmed they had determined the inputs required to excite the failure, that the scope of the issue was defined, and likely causes had been established. Based on the feedback provided, the PSCC progressed the issue to the Recall Determination Committee (RDC) for review.

The RDC reviewed the issue on July 13, 2023, and concluded that it represented a failure to comply with FMVSS No. 111, Rear Visibility, and a voluntary safety recall should be conducted.

There have been no reported accidents, injuries or fires as a result of this concern.

There have been 26 reports and warranty claims for this condition on 19MY JaguareBay XE vehicles in the United States, received between February 26, 2021, and July 11, 2023.
