Summary
Jaguar Land Rover North America, LLC (Land Rover) is recalling certain 2020-2021 Range Rover PHEV and 2020-2022 Range Rover Sport PHEV vehicles. The vehicles fail to make sufficient pedestrian warning sounds when stationary and in reverse. As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard number 141, “Minimum Sound Requirements for Hybrid and Electric Vehicles.”
Remedy
Dealers will update the audio amplifier software, free of charge. Owner notification letters were mailed March 16, 2023. Owners may contact Land Rover customer service at 1-800-637-6837. Land Rover’s number for this recall is N742.

DESCRIPTION OF ISSUE AND THE EFFECT ON VEHICLE OPERATION
A potential concern has been identified on specific vehicles within the above vehicle range.
A concern has been identified on 2020 to 2022 model year Range Rover and Range Rover Sport Plug-in Hybrid Electric Vehicle (PHEV) vehicles where the level of sound emitted for a static vehicle when reverse gear is selected does not meet the minimum sound requirements required by FMVSS No. 141, Minimum Sound Requirements for Hybrid and Electric Vehicles.
A vehicle that fails to make sufficient sound may result in pedestrians being unaware of an approaching vehicle, increasing the risk of a crash.
ACTION TO BE TAKEN
JLR has taken the decision to recall affected vehicles to repair the vehicle.
Following procedures appropriate to your market and as required by local legislation, owners of affected vehicles should be contacted requesting that the owner contact their nearest retailer/authorized repairer as soon as possible to arrange for the repair to be completed. The National Sales Companies (NSCs), Importer, Regional Office or Government agency will contact the customers. If you have any questions about this process, please contact your NSC/Importer or Regional Office for more information.
Check the JLR Warranty Portal to make sure affected vehicles are correctly identified prior to starting this campaign. The Warranty Portal will be updated to reflect only those vehicles affected.
Retailers/authorized repairers are reminded that they must not sell vehicles identified as affected by this campaign until such time as the repair has been successfully completed.
An owner may indicate that a repair has already been completed for this concern, in which case the full cost of the repair should be reimbursed. Refer to the warranty section of this campaign for details of the Customer Reimbursement and Related Damage Process. At the time of confirming a booking for a vehicle repair, make sure you check the Warranty Portal to confirm if there are any other outstanding campaigns, to make sure the correct parts are available and adequate workshop time is allocated for repairs to be completed in one visit.

REGULATORY INFORMATION
Jaguar Land Rover North America, LLC have informed the National Highway Traffic Safety Administration (NHTSA) of their intent to perform a Safety Recall on certain 2020 to 2022 model year Range Rover and Range Rover Sport Plug-in Hybrid Electric Vehicle PHEV vehicles imported into the United States markets. Information relating to this Safety Recall will be posted on the NHTSA website. United States Federal regulations require that retailers/authorized repairers must be notified within a reasonable time after the manufacturer decides that a defect that relates to motor vehicle safety or a non-compliance exists. United States Federal Law requires retailers/authorized repairers to complete any outstanding Safety Recall before a new vehicle is delivered to the buyer or lessee. Violation of this requirement by a retailer/authorized repairer, in the USA only, could result in a maximum civil penalty of up to the equivalent of $26,315.00 USD per violation and the equivalent of $131,564,183.00 USD for a related series of violations. This Safety Recall serves as notification to all retailers/authorized repairers in the United States and Federalized Territories that any affected new vehicles may not be sold and delivered for customer use until the Safety Recall repair is completed.
Jaguar Land Rover North America, LLC recommends that affected sales demonstrator and loaner vehicles are repaired before use, and that used vehicles are repaired before sale. Retailers/authorized repairers who choose to proceed against this recommendation, where legally permitted, must clearly and conspicuously disclose the open Safety Recall notice to the applicable customers.

The work will be completed as quickly and efficiently as possible in order to minimize inconvenience to customers and is expected to take no longer than thirty minutes to complete. Naturally, due to retailer/authorized repairer schedules, vehicles may be required for longer.

Answer
Yes. We recommend additional care is taken when reversing. Customers are advised to contact a JLR authorized Repairer should they have any concerns regarding their vehicle.

Chronology :
During new vehicle development testing in September 2022, it was discovered that the level of sound emitted by a test vehicle did not meet the expected level. A stop-shipment was initiated to ensure that the New Range Rover (L460) and New Range Rover Sport (L461) models were capable of emitting the required sound level.
Following this, an investigation was opened at the Product Safety & Compliance Committee (PSCC).The PSCC requested the Engineering team to fully define the scope of this issue
During October and November, the Engineering team investigated all Battery Electric Vehicle (BEV) and PHEV vehicle lines and reported back to the PSCC that previous generation Range Rover (L405) and Range Rover Sport (L494) PHEV vehicles and the BEV Jaguar I-Pace vehicles were potentially affected.
The PSCC requested that the Engineering team confirmed the sound files installed on those vehicle lines potentially affected and the impact on the vehicle’s performance against regulated requirements.
At the PSCC of January 17, 2023, the scope of the issue was discussed and finalized. Based on the feedback provided, the PSCC progressed the issue to the Recall Determination Committee (RDC) for review.
The RDC reviewed the issue on January 19, 2023 and concluded that a voluntary safety recall should be conducted to update the vehicle’s sound file to ensure the correct sound is emitted.
Following an internal review, the issue was returned to the RDC on February 02, 2023 to confirm the characterization of the defect, the RDC concluded that the failure to comply with FMVSS 141 represented a non-compliance and a voluntary recall should be conducted to update the vehicle’s sound file to ensure the correct sound is emitted.
There have been no reported accidents, injuries or fires as a result of this concern.
There have been no warranty claims, field or service reports as a result of this concern.

Reprogramming
JLR Symptom Driven Diagnostics (SDD) for Independent Repairers: Diagnostic Software / Module programming subscriptions - without security access - can be purchased via TOPIx (From the User ID - Options Menu – Programming subscriptions – click add). Module programming - with security access - is necessary to program the IPC, BCM, ECM (PCM), KVM, as well as keys. Licensed locksmiths and independent repairers must be active members of the National Automotive Service Task Force (NASTF) Vehicle Security Professional (VSP) registry and will need to purchase a subscription to Independent Module Programming with Security Access to program these components. During new vehicle development testing in September 2022, it was discovered that the level of sound emitted by a test vehicle did not meet the expected level. A stop-shipment was initiated to ensure that the New Range Rover (L460) and New Range Rover Sport (L461) models were capable of emitting the required sound level. Following this, an investigation was opened at the Product Safety & Compliance Committee (PSCC).The PSCC requested the Engineering team to fully define the scope of this issue During October and November, the Engineering team investigated all Battery Electric Vehicle (BEV) and PHEV vehicle lines and reported back to the PSCC that previous generation Range Rover (L405) and Range Rover Sport (L494) PHEV vehicles and the BEV Jaguar I-Pace vehicles were potentially affected. The PSCC requested that the Engineering team confirmed the sound files installed on those vehicle lines potentially affected and the impact on the vehicle’s performance against regulated requirements. At the PSCC of January 17, 2023, the scope of the issue was discussed and finalized. Based on the feedback provided, the PSCC progressed the issue to the Recall Determination Committee (RDC) for review. The RDC reviewed the issue on January 19, 2023 and concluded that a voluntary safety recall should be conducted to update the vehicle’s sound file to ensure the correct sound is emitted. Following an internal review, the issue was returned to the RDC on February 02, 2023 to confirm the characterization of the defect, the RDC concluded that the failure to comply with FMVSS 141 represented a non-compliance and a voluntary recall should be conducted to update the vehicle’s sound file to ensure the correct sound is emitted. There have been no reported accidents, injuries or fires as a result of this concern. There have been no warranty claims, field or service reports as a result of this concern.

Description of Remedy Program : Owners will be notified and instructed to take their vehicle to an approved
Jaguar Land Rover repairer. The technician will update the vehicle’s Audio Amplifier software. There will be no charge to the owners for this repair. The affected vehicles will be covered under Land Rover’s new vehicle warranty program. During new vehicle development testing in September 2022, it was discovered that the level of sound emitted by a test vehicle did not meet the expected level. A stop-shipment was initiated to ensure that the New Range Rover (L460) and New Range Rover Sport (L461) models were capable of emitting the required sound level. Following this, an investigation was opened at the Product Safety & Compliance Committee (PSCC).The PSCC requested the Engineering team to fully define the scope of this issue During October and November, the Engineering team investigated all Battery Electric Vehicle (BEV) and PHEV vehicle lines and reported back to the PSCC that previous generation Range Rover (L405) and Range Rover Sport (L494) PHEV vehicles and the BEV Jaguar I-Pace vehicles were potentially affected. The PSCC requested that the Engineering team confirmed the sound files installed on those vehicle lines potentially affected and the impact on the vehicle’s performance against regulated requirements. At the PSCC of January 17, 2023, the scope of the issue was discussed and finalized. Based on the feedback provided, the PSCC progressed the issue to the Recall Determination Committee (RDC) for review. The RDC reviewed the issue on January 19, 2023 and concluded that a voluntary safety recall should be conducted to update the vehicle’s sound file to ensure the correct sound is emitted. Following an internal review, the issue was returned to the RDC on February 02, 2023 to confirm the characterization of the defect, the RDC concluded that the failure to comply with FMVSS 141 represented a non-compliance and a voluntary recall should be conducted to update the vehicle’s sound file to ensure the correct sound is emitted. There have been no reported accidents, injuries or fires as a result of this concern. There have been no warranty claims, field or service reports as a result of this concern. Description of Remedy :
Description of Remedy Program : Owners will be notified and instructed to take their vehicle to an approved
Jaguar Land Rover repairer. The technician will update the vehicle’s Audio Amplifier software. There will be no charge to the owners for this repair. The affected vehicles will be covered under Land Rover’s new vehicle warranty program. Therefore, reimbursements for pre-notice remedies are not necessary because the affected vehicles are still under warranty.
